The SE Elbow, a 479-acre UGB expansion area includes the most recent parcel to be annexed into the city. The annexation was unanimously approved by the city council and is now pending public appeal.
On March 15th, Bend City Council annexed roughly 36 acres at the corner of Ferguson Road and Knott Road. North Peak Development has had 17 acres of the parcel under contract since December of 2020. This acquisition consists of 7 acres zoned RM (Residential Medium Density), and 10 acres zoned RH (Residential High Density), with plans for 137 townhomes and 264 apartments.
North Peak has completed traffic, water and sewer studies, as well as proposed site plans required for the annexation request. At the end of appeals period on April 15th, development can begin. RH Construction is the general contractor for this project.
The sewer expansion from Ferguson is also underway. The sewer will run from Ferguson down the East property line of North Peak Development’s pending acquisition and south to property owned by Journey Church. The city has approved the funds and sewer bids were due to the city on March 7th but extended to March 17th. The contract was awarded to Slayden out of Stayton, OR and will be negotiated at the next city council meeting.
This process and the construction has been expedited as the city has agreed to have sewer available as soon as the first residence (townhome or apartment) is habitable. If the sewer is not complete, North Peak development will be served by a smaller pump station on their property as opposed to the much larger and more efficient, gravity-fed pump station which will serve the development in the SE Elbow.
Transportation plans have been agreed upon by the city, school district and property owners to include a roundabout at 15th Street and Ferguson Road, 27th Street and Ferguson Road, and eventually Knott Road and Brosterhous Road required for construction of the future middle school.
Other projects in the area include 65 acres under contract on Raintree Drive. This developer has preliminary site plans for 17 commercial buildings and 155 residences. Also under contract are 18 acres at on Cabin Lane slated for 125 single family dwellings. 39 acres of ME and IL (Light Industrial) are available. And four to six acres of CG (Commercial General) at the corner of Knott and Ferguson will be coming to market this week. The sale of that property will require plat approval.
